Guy Legare, M.Ps., is a clinical psychologist with over 43 years of experience supporting organizations and teams that serve individuals with Intellectual and Developmental Disabilities and complex clinical conditions. A graduate of Laval University in Quebec, Canada, where he earned a Master’s Degree in Clinical Psychology, Guy is dedicated to helping organizations build person-driven support cultures that foster open feedback and responsive care.

For many years, Guy served as Associate Clinical Director of the Office of Mental Retardation (OMR) Statewide Training and Technical Assistance Initiative in Pennsylvania, partnering with providers and counties to strengthen local capacity through comprehensive training and technical assistance. In 2015, he founded Person Driven Clinical Solutions (PDCS) to deliver Behavioral Support Services across Pennsylvania.

Guy collaborates with the leadership of SCFFI and Inperium to foster a culture of feedback and embed the Person Driven Framework throughout the organization. He works with leaders, directors, and managers to enhance their ability to provide flexible, responsive support for individuals with Intellectual and Developmental Disabilities and complex needs. He also offers group facilitation, team building, and conflict resolution services organization-wide.

Guy partnered with SCFFI’s executive team to implement the Person Driven Framework, aligning organizational systems to better meet the needs of clients. He guided leaders and managers in strengthening their support systems for individuals with challenging behaviors and mentored Person Driven Leadership Groups across Pennsylvania.

Management and Clinical Training Consultant / Associate Clinical Director, OMR Statewide Training and Technical Assistance Initiative
In this role, Guy provided consultation, training, and technical assistance under Pennsylvania’s statewide initiative to improve services for individuals with challenging behaviors. He contributed to capacity-building efforts through system redesign, clinical supervision, and formal training on topics such as dual diagnosis, trauma-informed care, and best practices in supporting individuals with Intellectual and Developmental Disabilities.

Key initiatives included:

  • System Change & Capacity Building: Helping counties and providers reorganize resources and adopt person-centered approaches.
  • Mentoring & Clinical Supervision: Providing regular coaching to clinicians and focus groups to strengthen best practices.
  • Training: Developing and delivering Positive Approaches training aligned with Pennsylvania’s multi-year plan to enhance local service capacity.
