Dr. Seth Rubin

Chief Medical Officer

Seth Rubin, MD, MSCP, has more than two decades of experience leading health care organizations and educating providers. His leadership style emphasizes authentic communication, collaboration, and leveraging the strengths of all team members. His areas of expertise include quality improvement, value-based care, patient safety, clinical operations, provider engagement, care management, patient experience and retention, electronic health record optimization, risk adjustment accuracy, payer strategy, and medical education. He has led care teams at the health system, practice group, and community levels. He has taught primary care providers, residents, and medical students.

Dr. Rubin has served as a clinical leader and educator at both the University of Pittsburgh Medical Center and Main Line Health in the western suburbs of Philadelphia. He has experience leading value-based care initiatives both at the health system level through the Delaware Valley Accountable Care Organization and in an underserved Philadelphia community as a Center Clinical Director at ChenMed. In these roles, he led provider groups that earned shared savings in the Medicare Shared Savings Program as well as top-tier quality and risk-adjustment performance in payers’ Medicare Advantage and quality incentive programs. He has authored book chapters and delivered presentations on improving quality while reducing the cost of care, teaching continuous quality improvement skills, providing mental health care in primary care settings, promoting multidisciplinary provider collaboration, and maintaining provider engagement. He led a multidisciplinary team that secured an Independence Blue Cross Clinical Care Innovation Grant for implementation of social work support to provide more holistic care for patients with heart failure.

Dr. Rubin earned a Bachelor of Arts in biology and a minor in law, medicine, and health policy from Brandeis University, graduating magna cum laude. He earned a Doctor of Medicine from the University of Pittsburgh School of Medicine, graduating with distinction in Excellence in Collaborative Learning. He completed his primary care training at the UPMC Shadyside Family Medicine Residency Program in Pittsburgh, where he served as chief resident. He also holds a Master of Science in counseling psychology from Chatham University and a certificate of clinical research from the University of Pittsburgh School of Medicine.
