Resources for Human Development (RHD) is a national human services nonprofit with the broadest possible service mission, and specializes in creating innovative, quality services that support people of all abilities wherever the need exists. RHD supports more than 115 human service programs across the country, serving tens of thousands of people every year with caring and effective programs addressing intellectual and developmental disabilities, behavioral health, homelessness, addiction recovery, and more.

A history of eclectic success

Started in 1970 with one program, two employees, and a budget of $50,000, RHD has grown into a national $200-plus million human services organization that provides care, resources, and compassionate services to countless individuals each year. Whether it is a man in Tennessee learning to speak after 52 years in silence, the creation of world-renowned approaches to federally qualified health centers and crisis residences, or cutting-edge creative arts programs for people with intellectual disabilities, RHD specializes in innovative, effective and creative solutions wherever the need exists.

Why RHD affiliated with Inperium

Financial Distress

In 2024, RHD was on the verge of bankruptcy. It faced over $11 million in combined EBIDA losses from FY 2023 and 2024—including substantial losses at its Federally Qualified Health Center—causing RHD’s banking partner to pull its line of credit. With no access to capital, RHD’s finances were in a state of emergency.

Compliance Challenges

As the post-COVID regulatory environment began to shift, RHD failed to keep up with emerging changes. The departure of RHD’s CEO put the organization into regulatory noncompliance. RHD’s once valued decentralization had created financial distress and no coherent vision.

Precarious Standing with Payors

Between RHD’s noncompliance and its inability to adapt to a simultaneously shifting payor environment, payor contracts were in jeopardy. Losing these contracts would mean the end of RHD. The organization needed rescue.

How Inperium helped

Began Transition Services Agreement

In May 2024, RHD entered a Transition Services Agreement (TSA) with Inperium. The arrangement allowed Inperium to provide essential financial support and initial operational oversight to prevent program disruption for RHD’s clients—while developing an affiliation agreement that would provide long-term stability for this complex services provider.

Reinstated Lines of Credit

Inperium worked with RHD’s existing banking partner to reinstate its line of credit until regulatory approvals finalized the affiliation. Through this deal, RHD could access $25m in credit and $10m in cash, enabling the organization to continue its mission until and beyond the closing of the Inperium affiliation.

Enhanced Program Efficiency

Once the affiliation was finalized, Inperium introduced shared administrative resources and restructured program delivery, including optimizing scheduling, reducing dependency on overtime, and streamlining purchasing methods. With simplified operations, RHD lowered its costs and restored its focus on high-quality care.

Results

In 2025, one year after affiliation and celebrating its 55th year, across its national footprint RHD served more than 70,000 individuals and employed over 3,000 people. Its workforce and culture received national recognition from Forbes and Newsweek. Reacting with resilience and positivity to the needs Inperium had identified, RHD completed a comprehensive leadership and organizational restructure, reinvesting leadership closer to day-to-day operations and outcomes, strengthening accountability, and building depth across quality, compliance, operational systems, and program support. All of this occurred while continuing a fiscal turnaround that has positioned RHD to close the year with net positive results.

In 18 months RHD moved from the extreme red of a potential bankruptcy to the black, all while enhancing quality control of its wide range of programs. In 2025, it weathered another turbulent storm, proving itself strong and capable of change when new federal regulations made it impossible for its Family Practice & Counseling Network to retain its federally qualified health center status under the RHD parent organization. Facing the choice to close the Network and risk the lives of 15,000 patients who depended on it or reinventing themselves, RHD worked with community partners and successfully applied for a $9.5m grant from the University of Pennsylvania Health system. The grant made it possible to create a new, independent organization that could continue serving patients without interruption.

Recognizing RHD’s successful turnaround in operational efficiencies, in 2026 Inperium was able to consolidate several other smaller affiliates operating in the same geographies as RHD under its larger umbrella.

Since affiliating with Inperium, with stronger systems behind us, we now practice discipline that was lacking prior to affiliation: financial discipline, operational discipline, and accountability. We are more honest about where we are and what needs to improve. That has allowed us to stabilize and start moving forward again in a real way.

 

Affiliation does not solve everything overnight. You still have to do the work. It gives you tools and structure, but you have to use them...We are doing it so we can be better at what we have always been about: being a resource for people to develop and helping people become resources themselves.
